§ 42-3. Deposit of refuse on street, right-of-way or property.

Any person who shall dump or otherwise dispose of trash, garbage or other refuse or unsightly matter on a public street, right-of-way or on property adjacent to such street or right-of-way, or on private property without the prior consent of the owner thereof or his agent, shall be guilty of a class 1 misdemeanor.
